This is an INTERNAL POSTING open ONLY for current NC Dept. of Public Safety employees and eligible NC Dept. of Public Safety RIF candidates.

This position is for District 4, Sampson County, in the Eastern Region of North Carolina.

Job duties for this position require driving a state vehicle. A valid driver’s license must be obtained by date of hire.

The primary purpose of this position is to provide case management services, counseling, and supervision of adjudicated undisciplined or delinquent juveniles, to assure compliance with court ordered dispositions. Work involves assisting, training, and supporting the daily work of Juvenile Court Counselors with data quality oversight, peer mentoring, assessing juvenile and family needs to develop and implement plans for treatment and complying with court orders; monitoring juvenile and family progress through home visits, residential placement, or Youth Development Center, office, and school visits, and contact with other human service agencies providing services to the family; and providing transitional and post-release supervision and support services to facilitate community re-entry and continuing treatment needs.

Case Management Services:

• Provide case management services to at risk and court involved juveniles to ensure compliance with dispositions and to affect behavioral change.

• Provide counseling on an individual and family basis to address a variety of needs and dysfunction that contributed to the juveniles at risk and/or court involved status.

• Refer juveniles and family members to appropriate programs and services to address educational, mental health, psychological, substance abuse, and/or other needs.

• Facilitate the initiation and/or coordination of other agency’s services to address the needs of juveniles and their families and monitors services being provided to ensure that they are appropriate and that the juveniles and their families are being provided quality services.

• Prepare and file legal documents and presents case related information to the Court during hearings, which could include testifying in court.

• Monitor juvenile’s compliance and progress through home, office and school visits and collaborate with local human service agencies and community programs on a regular basis.

• Respond to the emergency needs of juveniles during and after normal business hours. Serve on an on-call rotation after business hours and during weekends and holidays and plans for secure or non-secure custody as needed.

Assessments:

• Conduct assessments to develop the most appropriate service plan to address the needs of the juvenile and the family and to ensure safety of the community.

• Evaluate complaints for legal sufficiency and determines whether the complaint against a juvenile will be closed, diverted from court, or filed as a petition.

• Gather pre-disposition information and administers assessments which require contact with the juvenile and their families, victims, education personnel, law enforcement, community agencies, and others as appropriate.

• Assess the risk and needs of the juvenile; develops and implements a service plan toward achieving positive outcomes for youth and their families.

• Conduct drug screening assessments for treatment purposes.

• Prepare reports for the court and make recommendations to address the needs of the juvenile and family based on information gathered, assessments administered and other pertinent information sources.

• Facilitate or attend child family team meetings to assist with the development of service planning.

Peer Mentoring, Training and Onboarding:

• Provide guidance, advice, feedback and support to juvenile court counselors.

• Serve as a role model and ally for staff new to the juvenile court counselor role and may provide training and professional development as needed.

• Mentor new Juvenile Court Counselors who are not performing at a “Meets Expectations” level.

• Onboard all new Juvenile Court Counselors and train them on the prerequisite courses they need to take prior to attending Basic Training.

• Coordinate and provide in-service and ongoing trainings to all staff in their district.

• Serve as YASI and Motivational Interviewing (MI) coaches along with Court Counselors Supervisors.

Data Quality and Administrative Tasks:

• Work with JCCs who appear on the CS Data Quality Report. The Data Quality Report identities when staff do not meet contacts, frequency of the contact or the type of contact as it is outlined in policy.

• Develop strategies or tools to assist staff in meeting their contacts/standards.

• Assist the Chief Court Counselors with gathering data to assist with caseload assignments, new programming and services needed for the district to meet the juvenile and family’s goals.

• Serve on various community boards, committees and/or councils representing the DPS and DJJDP.

• Present information to the community, various agencies, Juvenile Crime Prevention Councils, etc.

• Provide training to various community organizations, agencies and/or judicial officials.

• Participate in mandatory staff development and other training opportunities to increase knowledge, awareness, and skill development regarding best practices in Juvenile Justice.

• Maintain daily activities on Outlook Calendar and enter and release time in the BEACON time system weekly.

Candidates selected for this position will be compensated based on the Juvenile Court Counselor (NC09) Step Pay Plan with an additional 5% as supplemental “Special Assignment Pay.” This supplement will be paid for the time that selected candidate serves and remain as a Lead Juvenile Court Counselor.

Work Schedule:

This is a full-time position. Work hours for this position are Monday-Friday, 8am-5pm, however, candidates must be able to work on-call hours, weekends and holidays on a rotating basis and be able to work a variable work schedule to meet the needs of juveniles and their families.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience using strategies or approaches for at least one of the following that contributes to an adolescent's development:
    • family dynamics
    • group norms
    • behavioral problems or challenges and/or
    • socioeconomic or psychosocial problems which impact juveniles
  • Experience addressing various factors that may contribute to juvenile delinquency
  • Experience with case management

Management Preferences: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Experience with public speaking
  • Experience applying different counseling approaches and crisis intervention practices to a variety of situations
  • Knowledge of and/or experience working with a system of care

Master's degree from an appropriately accredited institution and one year of experience in counseling or working with the juvenile/family client population and/or related human service case management experience.

OR

Bachelor's degree from an appropriately accredited institution and two years of experience in counseling or working with the juvenile/family client population and/or related human service case management experience.

Necessary Special Qualification:

Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.

Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition, the selected candidate must:

·Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).

·Pass a Criminal Background check

·Pass a Drug Screening test

·Pass a Psychological test

·Pass a Sexual Risk Screening test

·Pass a Physical (to include Vision and Hearing)

·Be a US citizen

·Be at least 20 years of age

·Have a valid driver's license
